Can you deploy Cloud PCs without an on-premises network?

Performing testing on provisioning & deploying Cloud PCs to end-users but do not have a physical/on-premises network. Can this be done without a physical/on-premises network?

    Windows 365 Cloud PC is not currently supported here on Microsoft QnA.
