Unable to create an account using SignupCustomer request of Customer API

Hi,
We at AdMax Local are regular user of Bing Ads API. We have created hundreds of accounts on our Bing Shell using bing Ads API.
We are trying to create an account on a new shell that we have access to. But on doing so, we are getting error. We are using the SignupCustomer request of Customer API service.
We feel that the shell that we are using isn't whitelisted for account creation over API. Please get in touch to get more details on customer Id and other information.
