Ultimately what we want is a means to have list of sites to be automatically open in IE Mode without the expiry period, so that our users don't have to trouble themselves to add the sites to the IE Mode list every time it expires. Can configuring the Enterprise Site List achieve this?
Yes, if you set the IE Mode site list through the browser, it always has a time limit(30 days by default) and needs to be configured again. For enterprise users, it is more suitable to implement the deployment of IE mode site list by configuring relevant group policies, there is no time limit via this solution. For more details about IE mode configuration, please refer to this doc: Configure IE mode policies.

Regarding the site list configuration file, you can configure it manually or obtain it through the Enterprise Mode Site List Manager, it's up to you.
