Azure Stopped VM Disk Cost

Hi
I have an Azure VM and intended use is may be one moth in a year. Currently I have stopped the VM but I am still being charged for that.
Is this by default? I have changed the type from premium to HDD but not sure I would still be charged or not.
Azure VM state is Stopped (deallocated)

    Welcome to Microsoft Q&A Platform,

    While the VM is shut down, there is still a storage cost for the disk that is holding the virtual hard drive file, as well as any other data storage disks you may have created, as you are still consuming file storage:

    Hello yes, to use HDD should lower the cost. Apart from that you could delete and recreate the VM only when it's going to be used and make sure that you are using the best VM size for you, more info:
