Opening an Excel Document gives Run Time 13 error

I have a password-protected Excel document that when I open it I get a run time error 13. This happens on my Windows 11 HP PC with the latest Excel, 365. This error does not occur on another user's Windows 11 PC, and a Windows 10 PC.

What I have done within Excel options:
a) Selected "Trust access to the VBA project object model" under Macro Settings in Excel
b) Selected "Disable VBA macros with notification" also under Maco Settings in Excel
c) Selected "Disable hardware graphics acceleration"

Additionally, I reinstalled Office. None of this works.

Is there a possible solution to this?

    You can try to export the module in VBA and import it into a new Excel workbook.

    1. Use Project Explorer (Press [Ctrl]+R) > Right click on the module > Export File
    2. Type the name and folder of the module, repeat this step to export the entire module

    3. Open a new workbook to import module.
      You can also try to modify the registry LoadApplnit_DLLs value to 1.

    I also tried changing the value to 1 as stated and get the same error.
