I don't want to use update management and log analytic workspace.
Can anyone please help me in How we get the both compliance and noncompliance patch report of PCF hosted VMs in Azure subscription using Azure cloudshell and Powershell. Please provide any commands or scripts.

I'm not sure about the PCF hosted VM portion of your question but Log Analytics is part of the Update Compliance setup for Azure on Windows. You can access your workspace data with PowerShell by using Invoke-AzOperationalInsightsQuery or you could try using the Serial Console to get local information on your VM using the Azure portal. Additionally, Invoke-AzVMPatchAssessment may be useful depending on what you need.
