Database Compare (part of Office Tools) Missing in Office 365?

Question

This article refers to the Database Compare tool for Access, which is supposed to be part of Office Tools.

I have Office 365, and my Microsoft Office Tools folder contains only Office Language Preferences.

Where is the Database Compare tool?

(I already tried repairing my Microsoft-365 install with no effect)
