I understand that you are trying to add a rule collection in Azure Firewall Manager when creating a Azure Firewall policy but you are getting an error "Cannot read properties of null (reading 'properties')".
I checked internally and found that this is a Azure portal bug which has already been reported and an internal work item has been created to get this fixed.
In the mean time, the workaround is to skip this step in the creation process and create the rule collection after the firewall policy has been created.
