send Mail issue

We are using Microsoft Graph to send emails to our organization and to our clients
When we send emails in general its received from our clients and organization but some of our organization users can not receive emails throw API.

Even we test delegated API using Microsoft Graph Explorer and the same issue happened
All emails received but some of it not received the email

Please advice to us where is the problem is.
