Decrease regional vCPUs

I increased the regional cores quota from 10 to 16 and now how do I revert it back since I don't need those extra cores anymore?

This is only a quota limitation. In other words, this means that you have access to a maximum of 16 cores but you are only charged for what you actually use. If you really want this quota decreased then you would need to open a support ticket with Microsoft and request them to decrease the quota but it's not really necessary in my opinion.
