@Justin S. Lee , From your description, it seems that we have purchased Intune Company Portal in the Apple VPP account. and sync VPP via Intune. In Intune portal, it shows 500 licenses But in the profile, the company portal shows no VPP token found. If there's any misunderstanding, please let us know.
Firstly, please check if the VPP token is valid now. If not, please download the VPP token again from Apple Business Manager and register it into Intune to see if the result will be different.
If not, please wait some time and create a new profile to see if the result has been changed.
