Thanks for reaching out to us, I have seen the same issue,the workaround works for me is:
Create a Lanague Service resource from Azure Portal directly: https://ms.portal.azure.com/#create/Microsoft.CognitiveServicesTextAnalytics
I have already forwarded this issue to product group for investigation. Please have a try on above workaround and I hope it's helpful. Please let me know if you still have issue.
