Visual Studio fails to intall with --noweb specified 0xc0000005
I have reviewed numerous other posts about this problem, and it always comes down to permissions, but I haven't been able to fix it. This is a brand new installation of Windows Enterprise 2019 (no updates). The system cannot be connected to any network whatsoever, so I am extremely limited. I started with the instructions given here, https://learn.microsoft.com/en-us/visualstudio/install/create-an-offline-installation-of-visual-studio?view=vs-2019, and also reviewed the other and these are the things I did:
Virus and Threat protection
Real-time protection set to off
Cloud-delivered protection set to off
Automatic sample submission set to off
App & Browser control
Check apps & files set to off
Firewall
Domain Net set to off
Private Net set to off
Public Net set to off
File Permissions
Created new permissions profile in %TEMP% for Everyone, "Full Control"
Created new permissions profile in vs2019layout folder for Everyone, "Full Control"
I also tried Visual Studio 2022, as well as trying both on Windows 7 Embedded with Service pack 1. The same problem existed there, so I am at a loss
