Problems while enrolling computers

Recently I have had many issues with intune, which is surprising.
I configured a deployment profile and forced some apps to be installed at the beginning of enrollment. It was working very well until 2 months ago.
First, I've lost the welcoming message. The message said welcome to ....the company. Users at their first experience with their computers don't see a welcome message.

Second, I've set to install some softwares while enrolling. I got an error while softwares were installing in the third enrollment steps. Most of the time company portal cannot install. It is a Microsoft store business company portal (online). The application sticks in the pending install part. It happens to some computers. Is it something related to updates?

Third, I choose the type of users as a standard in the deployment profile, but some of them become members of the local administrators group at the beginning. I don't want to allow users to become a local admin. In lusrmgr.msc console, you can see Azure\username is added.

Last but not least, Although in the deployment profile, I chose to hide Microsoft Software License Terms, I can see it on some computers while enrolling. Even I can see the option which says What the purpose of this computer set up for personal or an organization is. I don't like to give users to see this option to choose from because all computers are for the company.
I didn't see these problems before. Are there any changes in Microsoft enrollment? Do I need to add or remove the setting in somewhere?

    @nasha mehr , For our issue, firstly, please check if any conflict policy set for the two affected devices. If yes, remove them and then see if the welcome screen come out: If the Microsoft Software License Terms can hide and if the account set for person is not there.

    Meanwhile, for the app install issue, I notice it is failed under Account setup phase. But as I know, the company portal app for Autopilot provisioned device is assigned to device group. Given the situation, please refer to the steps in the following link to assign the app to see if ti works:

    Hello Crystal-MSFT,

    I got the answer of two first question.
    For first question I found this article https://community.spiceworks.com/topic/2334603-autopilot-not-displaying-username-at-welcome-screen-during-oobe-setup which says Microsoft's removed the welcoming message.

    For second question I use company portal (online). I assigned this app to all users and all devices. As you suggested, I remove all users. I'm going to test if it works correctly from now on.

    Unfortunately, I don't find any solution for third and forth questions.
