You should try to dial the number E.164 as +11234567890.
My experience is, that sometimes the behavior of the webclient is firewall related, if the call drops or also configuration of the direct routing SBC.

Please i need your help on this.
User is able to make outbound (PSTN calls) through Teams Web client but when she is trying to make calls through Teams Desktop it is getting failed.
We have reinstalled the Teams Desktop client, Also the cache has been cleared already.
Configuration is also good but issue still persists.
Also We found that the number and details (policies) in Admin center and Powershell are different.
