I am trying to build out a executable for deployment, the problem is this custom switch required in the readme. How would I do it? Thanks.

The install folder is located on a network share.

This appears to be a modification of your previous thread: https://learn.microsoft.com/en-us/answers/questions/892302/how-to-install-a-program-with-command-line-with-a.html. For best results I suggest sticking to a single thread instead of splitting answers.

For your question, in the "Installation program" field, simply put sigplussieltui.exe EA.

The source location is irrelevant for this as ConfigMgr will copy the source files to the client and run this command-line from this location.
