Creating a simple web site

Question

I need to create a very simple web site on a Windows Server 2019 Server for pure test purposes in a lab environment.
I need just a static page with "Hello world" or something like, so that when I type http:\server_ip_address I can see the page.
Where can I locate a step-by-step guide to create and publish a very simple web page on Windows Server 2019?
