This was working but has now stopped.
Do you mean this issue is suddenly happened and you do not any set any new phone number rules before this issue occurred?
If your answer is yes, it firstly recommends you try to delete the phone number by running the command Remove-CsPhoneNumberAssignment and assign it again to see if it works.
