About providing a privacy policy

Hi
I wrote an uwp project and began the submission in partner center.
The app doesn’t access, collect or transmit personal data.
In the submisssion in properties section under support info there are two check button

1 need to provide a privacy policy a valid url
2 not need

though my app doesn’t access, collect or transmit personal i checked option 2
Till yet all is fine.
When i upload the package (the msixupload file) it causes that what i checked above ("2 not need") to be unchecked and option 1 ("need to provide a privacy policy) to be checked and i can't unckecked.
After sending a request to the window Store Report App Team‏ they answer

Thank you for contacting us. If your app doesn’t access, collect or transmit personal data, there’s no need to provide a privacy policy

    Please try to use the Microsoft Store submission API to programmatically query and create submissions for apps, add-ons and package flights for your or your organization's Partner Center account.

    Hi,
    I have the same problem. Is there a sample of a "privacy policy" that specifies that not data is collected from a user, published by Microsoft, public or inside the MPN portal? It would help a lot, many other small developer teams also, it think.

    Question
    Did you create an Windows Application Packaging Project ?
    If yes you must to provide a privacy policy !
    But you can publish you application without adding a Windows Application Packaging Project
