Msft Forms doesn't recognize a submitter's time zone like it obviously should, but Msft says it uses UTC to timestamp submissions. That isn't correct. I'm in UTC-5 (EST) but the Forms timestamp is 4 hours ahead so is wrong. An item submitted at 2.41PM EST is timestamped 6.41PM. What's the deal?
Daylight savings time. In the United States part of the year EST it is UTC - 5 and part of the year it is UTC -4
@Ken Tucker Right - I was thinking of GMT which also adjusts for "summer time". Didn't realize UTC didn't.
