OneDrive keeps saying I'm out of storage even after I've upgraded to 100gb!

My usage is at 8gb and I upgraded to 100gb. That is reflected when I look in the OneDrive app, but I keep getting messages on my Windows 10 Surface Pro that I'm out of OneDrive storage and need to upgrade. When I check, it shows I have 100gb and have only used 8gb. This is extremely frustrating! FYI: I only have 1 MSFT account as far as I know . . .

And, this stupid form asking for tags isn't helping! There is no tag for onedrive storage, or even just onedrive!!!!!!!!!!! The tag I've chosen in order to be able to submit this form is unlikely to be related to my issue!

    Did you already try to reset the onedrive app?

    On the 3rd try it did do a reset and I'm not getting the out of storage message. The files on OneDrive - Personal are still not organized the way I have them organized in the Documents folder on my Surface Pro. I thought changes to the files on the Surface Pro were supposed to be mirrored on OneDrive - correct?
