We have purchased "AZURE AD PREMIUM P2" but we are not able to use this subscription, as when i access azure portal, i will get this message to purchase a subscription:-

From the screenshot that you shared, the subscription it's referring to is an Azure Subscription. An Azure Subscription is used when you want to create Azure resources (i.e. VM, Networking, Storage, etc.), and each resource is associated with only one subscription.

When it comes to your Azure AD P2 License, that's specifically geared towards Azure Active Directory, the P2 License will give you access to everything Azure Active Directory has to offer - for more info.
