Self hosted integration runtime push data to azure paas db

Hi There
I have a very weird problem
I am connecting to My on prem database using SHIR I am able to read from it using ADF
But when I write to my PAAS db using a managed VNET I find I need to stage it in BLOB first
Is this by design?
Can anyone help me out

- What is on-premise database which you are referring here: (Is it SQL server, oracle, mysql, postgres)
- What is azure paas db which you are referring here(Is it Azure SQL database, or any other)
