windows 10 - taskbar

I know someone, really, who is using the taskbar. Even more, he has a lifted taskbar, so 2 rows.
In every row there are icons.
Everytime he restarts his computer and logs on again the taskbar goes from 2 rows to 1 row. So after every reboot he has to pick the taskbar and pull it up to have 2 rows again.
Playing with the settings (lock taskbar, replacing icons, more or less icons, ...) does not result in a solution. So I guess that there must be a regkey for it and maybe someone knows which key.
It would be very appreciated if that person could post that solution.
