DAG2016 cannot add members

When I try to add member servers to this brand new DAG, I get the following error.
"A server-side database availability group administrative operation failed. Error The operation failed. CreateCluster errors may result from incorrectly configured static addresses. Error: An error occurred while attempting a cluster operation. Error: Cluster API failed: "CreateCluster() failed with 0x5. Error: Access is denied"."

Servers are as follow:
Windows Server 2016 Standard
16 GB RAM

Exchange 2016
Mailbox
Version 15.1 ‎(Build 2176.2)‎
Enterprise

Both have IP addresses in different subnets and static IPs.

    Is the cluster object created?
    Can you verify that Exchange Trusted Subsystem group has full permissions to it?

[Server: server-fqdn]"

    After adding full permissions on the DAG object it still errors out with the above error.

    I missed one detail, apparently it added one server only.
    Once I tried to add the second server this error came up:

    Now it seems like this broke EAC on one of the servers...
    No access via EAC.
