I am happy to answer your queries as some of these details are probably hard to find for you based on your previous thread which I answered earlier.
In general, for customers who bought licenses under software assurance from Microsoft gives them the ability to use them with the Azure Hybrid Benefit, where customers can bring Windows Server and SQL Server on-premises licenses with Software Assurance to Azure workloads in the cloud and so to windows VMs deployed on azure VMware solution. There are no other additional requirements for this.
How Azure Hybrid Benefit applies to Azure VMware Solution
Azure Hybrid Benefit has two main methods of allowing customers to bring licenses to Azure. First, there is a conversion from physical cores to vCPUs. You would use this conversion method to move to a multi-tenant offering such as Azure VM or a SQL service. The second option is to apply the licenses to the physical cores of dedicated servers in Azure. The physical core method is how Windows Server and SQL Server are licensed in Azure VMware Solution. 1

**What if customer don't have Software Assurance? **
Examining the cost of Windows Server licenses in Azure and talk to your Microsoft Licensing and Azure Specialist or partner to compare your actual costs. It’s worth noting that larger organizations will most likely have an Enterprise Agreement. Microsoft Enterprise Agreement enables you to commit to one or more key server and cloud technologies from Microsoft. In exchange, you get the best pricing and terms, plus other benefits such as cloud-optimized licensing options and simplified license management.
**If customer don't have Software Assurance? then also don't have "Free extended security updates for Windows and SQL Server2008 & 2012"? (Because don't have Hybrid Benefits) **
On Azure, customers do not need Software Assurance to get free Extended Security Updates, but Software Assurance or Server Subscription is required to take advantage of the Azure Hybrid Benefit.
For on-premises, Software Assurance or an equivalent Server Subscription is required for customers to purchase Extended Security Updates
Customers will be able to purchase Extended Security Updates via Enterprise Agreement (EA), Enterprise Subscription Agreement (EAS), a Server & Cloud Enrollment (SCE), and Enrollment for Education Solutions (EES).
