Intune Android MDM - Allow app reinstall while in admin mode

Hi,

I'm wondering what are the necessary settings for an app to be uninstalled/installed, ultimately reinstalled while in admin mode? This is for an Android tablet, version Android 11. We're struggling to allow this option.

To avoid any misunderstanding, we appreciate your help to collect some information:

1. What did you mean "admin mode"? Did you mean that you use the administrator enrollment method to enroll the android device?
2. Currently, we can add the android device group under “Required” in the app's assignments and then the app will be installed automatically. If we want to uninstall this app, we can delete the android device group under "Required" and add this device group under "Uninstall". Then this app will be uninstalled.

Hi there,

1. When I refer to admin mode, I mean the mode when exiting Kiosk mode using the PIN so an admin change the system settings.
2. I'm looking for the permissions within Intune that will allow an administrator to reinstall an application while out of Kiosk mode. When attempting to uninstall an app, we get an error saying it's restricted per the administration. There is a setting within Intune that is preventing applications from being uninstalled so we're trying to find the right setting to allow for this.

Thank you for the message. I'm actually looking for users to have the ability to reinstall applications while out of Kiosk mode. Below is a screenshot of the message that is received when I try to uninstall an app while out of Kiosk mode.
