how do I save a computer rendered inoperable by windows 11?

I have a computer that was fairly new, that my wife upgraded to windows 11. It hasn't worked since. It starts to a bitlocker blue screen asking for a password.
I tried to get the password from microsoft. They say one was not uploaded. The screen says I need to provide the password or enable secure boot. I can't do the second because i am not aware of a way to do it from the blue screen. Microsoft has told my wife we are stuck with a blue screen brick.

    Boot from the windows install media, delete / recreate partition and continue the install.

    it doesn't reboot.

    Not sure what is meant, might be the hardware has failed.
