Window Server 2016 .Net Framework 4.8 Installation Inquiry

I am trying to install window server2016 .net framework 4.8.

I got ndp48-x86-x64-allos-enu.exe to install manually because there is no internet environment, and I installed it with administrator privileges.

In the installation progress screen, as shown in the screen below, the decompression screen appears and then disappears, and the installation is not possible.

How do I get it installed?

If there is a way, please tell me.

I want to uninstall and install the .NET Framework. Is there any dotnetfx_cleanup_tool that can be used in Windows Server 2016 version? If yes, please tell me.

If the installation fails without any warnings or hints, it is most likely a bug and you can post the issue to Developer Community.
