Visual Studio has a Toolbox, but it is usually for Windows Presentation Foundation or Windows Forms(support VB, C++… but maybe not Python).
Yes you can. You can directly use PyPI in Visual Studio 2022 to install Python packages. See this doc: Install packages using the Python Environments window.
