On a exchange 2013 I set a policy to archive the mail older then 2 years. I tag this policy to a user mailbox and start managedfolderassistant. The archiving start, move some mails but after half hour It stop. If I start managedfolderassistant again the archiving start for another half hour and than stop. If I don't force the archiving start every day but it immediately stops.

Does this issue occurs only on this specific mailbox? What's your Exchange 2013 CU version?
If only one mailbox has this issue, you could try moving this mailbox to another database, since this operation would repair the corrupted mailboxes automatically. Then you could start MFA to test again.
In addition, you could also check if any errors recorded in Event Viewer application log.
It's the last mailbox on the server. The server is a Exchange 2013 CU 23.
In the application logs only warning 10025 and 1310
I find that the Db Content Index are failed. So I'll tray to rebuild it.

I think you should completely delete the policies and tags and then recreate and apply them.
