Due to increased levels of fraud occurring in specific countries, the MFA service has placed country level blocks for voice/sms traffic, however you can work with Microsoft Support team to whitelist those countries (where your users experiencing issue while receiving text during authentication) for your tenant in specific.
Also wanted to share some known issues with SMS-based authentication
