Please try to enable/add TLS 1.0 in Registry. See this similar thread: Visual Studio 2013 Pro - The online service is not available for details.
Press Windows key + R > type
regedit> navigate toComputer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Protocols> TLS 1.0 > Client > EnableDWordvalue 1.
If TLS 1.0 key doesn’t exist, please try to create a key and name it TLS 1.0 and set DWord value to 1.
