Problem with installing Microsoft Office 2016 on Windows 7 & Outlook not sending emails

I have a 2 part problem. First is with Outlook (I can receive but not send emails). Second is with installing Office 2016 (keeps crashing right away).

I have 2 computers. On my main, Office 2016 works perfectly fine (and my Outlook can both send & receive emails). But even though I use the same Outlook settings on my other computer (which has the same server settings, same Windows 7, same Office 2016), it can only receive emails & cannot send them out. A window keeps popping up asking for my password in an infinite loop and providing the password doesn't stop the loop. The problem isn't our provider (GoDaddy) because my email through the web browser works perfectly (can receive & send emails).

So I tried to uninstall & reinstall Office 2016 (using the Office Uninstall Support Tool, "SetupProd_OffScrub.exe"). But every time I start up "OfficeSetup.exe" to install, it immediately crashes when the installer says, "We're getting things ready..." and a window pops up saying, "Microsoft Office has stopped working."

Does anyone know what the issues could be with (1.) Outlook not sending emails, and (2.) Why the installer keeps crashing immediately?

I have no IT knowledge. If anyone could please advise, that'd be greatly appreciated. Thank you!

    Outlook not sending emails

    In order to verify, are the messages stuck in Outbox? According to my search, there are several reasons for the issue, here is an official document for your reference:
    I can't send or receive messages in Outlook

    Why the installer keeps crashing immediately?

    1. Are you installing windows update? If so, the Office installation has to wait until the update process has finished with the Windows Installer.
    2. Have you installed other version office such as office 2013 on the computer? Please check it via Start > Control Panel > Program > Program and feature. More information about Office Installation, refer to this article: Troubleshoot installing Office
