In VisualSearch, where to get the services : Bing Resources or Cognitive Services

In the documentation for VisualSearch, we are asked to create a service for Cognitive Services :
But then we are also told that we can access VisualSearch from Bing Resources.
I have create a service for Bing Resoures which can do image search.
Do I have to create another service for Cognitive Services?
I am confused.

    Thanks for reaching out to us for this issue. Post 10/30 /2020 Customers will not be able to create new Bing Resources as Cognitive Resources, any new resource will need to be created as Microsoft Bing Resource. Existing Bing Search Instances will be supported up to next 3 years. i.e. existing cognitive customers can transition to new Bing Resources any time before that.

    I will reach out to the content author to update the document to avoid more confusion, many thanks for reporting this to us.
