Edge loading page before it assesses a sitelist xml file

Question

We are moving away from IE as much as possible in our Citrix Published Apps environment and going with chromium Edge. We do however have a handful of internally hosted sites that require IE. We have created a sitelist xml that Edge references via GPO to determine what sites to launch automatically in IE mode. The problem we are seeing is that when publishing one of the sites in the sitelist from Citrix, Edge will actually load the page before it has finished assessing the site list and not launch it in IE mode. Once the page is loaded, a refresh of the page launches it in IE mode. Can Edge be forced to assess the sitelist before it attempts to load a requested page?
