Have you installed SSIS extension( SQL Server Integration Services Projects ) in VS 2019 from Extensions > Manage Extensions?
If this issue still persists after you have installed SSIS extension, then please follow this doc: Upgrade Integration Services Packages Using the SSIS Package Upgrade Wizard and upgrade your IS project.
