Microsoft Team License Issue

Hello
Please i need your help on this issue.
Some of our users in Germany are not able to call external numbers using Microsoft Team telephony. This issue only happens today.
Here is the screen shot of the error message
With your calling license, you can only call people within your organization. Talk to your IT admin
Here is the list of license assign to the users

According to your description, do you mean this issue is not happened before, right? And do you have any operations when this issue occurred?

Are you making an outbound call in Teams conference?The Audio Conferencing only gives your end users to be able to have a dial in number to call into a conferencing service. For calling abilities you need a Phone System License (comes as part of A5) and either a calling plan (Domestic Calling Plan, or International Calling Plan) or Direct Routing
