Problem with text encoding

Hello. Please tell me, sometimes when you send a message there is a strange text. We use the Russian language. This problem occurs in one letter out of ten.

But if I save the message to the desktop and open it, the encoding shows the normal, that is, the text shows correctly, in Russian. What is the problem with Outlook?
