Hello. Please tell me, sometimes when you send a message there is a strange text. We use the Russian language. This problem occurs in one letter out of ten.
But if I save the message to the desktop and open it, the encoding shows the normal, that is, the text shows correctly, in Russian. What is the problem with Outlook?

Does this issue occur on sender's client or recipients' client or both? Have you checked the result in OWA?
Also, have you tried asking the user in question to log in to the Outlook client on another computer to view this email, will the problem recur?
You may also try opening the outlook client with safe mode to to exclude the effects of add-ons etc.
