The problem looks not a develop issue, it more related with OS, I'd suggest you submit a feedback/feature request about this eature in the Feedback Hub. You could find the Feedback Hub in the Start Menu.
Thumbnails for HEVC video files not working
There are multiple posts about thumbnails of HEVC encoded video files not working.
My app generates HEVC encoded video files, so I have complete control of the format. I wonder if there is anything that can be done to have the thumbnails working for HEVC on Windows 10/11.

For HEVC Codec and thumbnail . Please go to Microsoft store on your machine and search "HEVC Extension" there .
Download and install the Extension .
you might need to purchase the codec last time checked it was paid app for 1$--If the reply is helpful, please Upvote and Accept it as an answer–

2023-01-16T05:38:03.21+00:00 The first thing to do is to check what codec is on the system. Thumbnails of mp4, mov containers with hevc streams may not be displayed in the system, but the codec itself may be present. To do this you need to open the media file with a player that does not support codecs itself but plays files using the system codecs - it is either windows media player classic or a similar application. If everything is OK, then it is not the codec, but the system settings.
After checking, I just installed icaros - a program that reconfigures windows explorer to either display thumbnails for certain containers (extensions) or not. No windows store needed in this case.

2022-10-24T20:44:40.75+00:00 I´ve been having, I´d say, sort of a related issue. My thumbnails appear to have some sort of color stains on the footage. Premiere has no problem with them, but Davinci Resolve seems to be reading those stains, and I can´t seem to get rid of them.
