Can I assume a response back from ApplyOfflineConversions that doesn't contain partial errors is a success? The result generates a TrackingId -- is the TrackingId meant to provide a pointer to more detailed results?

What is the TrackingId for and is there a way to get a more detailed result / error response using the TrackingId?
