Is this feature added now? I'm on a WinServ2019, pressing Win+V like I would on a Win10, nothing. The UserVoice is gone as well: ERROR 404 This UserVoice instance is no longer available.

The clipboard history feature was introduced into windows 10 OS since 2018, version 1809; but there is no more notification on whether or not it will be added into Windows Server.For advice and suggestion, you could go to the UserVoice site to give feedback as mentioned by Leon.
