I am not sure about your version, but I use an older one build 22000.739, where DebugView works fine.
Error 87 is often associated with Graphic Card Driver error. Updating the driver may fix the issue.
In there an updated version of DebugView that works on W11 Build 25151 + 25158 + 25163 + 25169 when HVCI is enabled?

The current version fails to load it's driver with error 87 getting reported.
When I disable HVCI it runs OK
This is different to when a driver get's blocked, when this happens you get a popup such as follows:

When HVCI is disabled all is as it should be and I can trace my driver

Have you tried using W11 Build 25151 with Core Isolation/Memory Integrity/HVM enabled? It works on my system when the HVM is not active as does CPUZ.
Can you post a screen shot what shows DebugView working and CPUZ getting the error 87? Have a read of https://www.elevenforum.com/t/kb5016159-windows-11-insider-dev-build-25145-1011-rs_prerelease-june-24.7254/page-5#post-145356 and you should see this is a new effect with the latest W11 builds.
I feel DebugView should include it's version in the error panel title, anyway it's AFAIK the latest.
As for "Error 87 is often associated with Graphic Card Driver error. Updating the driver may fix the issue." this makes no sense at all, how can a graphics driver cause an issue loading the DebugView driver or any other driver? Especially so as my SIVDriver loads OK.

Yes, many users have stated the same behavior which may be fixed in the upcoming updates.
The latest version is DebugView v4.90 and you can get the tool from here

Also, make sure the version of DebugView supports the version of Windows you are trying this on.
