Make sure all other drives and peripherals are unplugged. Update the BIOS or UEFI firmware to the latest, or reset to Defaults, making sure SATA controller is set to AHCI, UEFI is enabled, CSM or Legacy BIOS disabled, Windows Boot Manager set first to boot, and if necessary disable Secure and Fast Boot until after install.
Also, It's possible the boot media is corrupt. I would try making another bootable copy and check the issue.
