WOPI internal error on some user accounts

We use WOPI for editing some word and excel documents online. It works and we have customers using it regularly, but recently a couple users on our team had issues when testing it. It seems for some specific Microsoft accounts we are getting an internal error from the Microsoft servers. If a different Microsoft user takes the same access token etc and tries to open the same page it works, but for some specific users it throws an error. Also for the users it is failing for it was working fine a couple months ago, without changes to our code either.

The request that is failing is a post to https://ffc-word-edit.officeapps.live.com/we/wordeditorframe.aspx?ui=en-US&IsLicensedUser=1&WOPISrc=https://internal..
The exact same request is successful when done by a different user, or even when using a guest window in chrome (the only difference there is some cookies, I've tried manually creating cookies to get it to fail in guest too but I can't get it to).

    The 500 error is the Server Error, the problem is on the server side, not the client side. You need to check the server logs to see where the problem is.
