Message Recall not working for exchange 2016 and exchnage 2019 users when mail sent from EXO user

Sender (EXO user) not getting any recall notification , neither success nor failed mail ,instead the recipient (Ex2016 and Ex2019 user) get mail like "UserA would like to recall, test mail" and recall is not happening .
But in other way when ex2016 and ex2019 send mail to EXO user, Ex2016 and Ex2019 are able to recall the mails.

    Hi KyleXu, please find the below answers

    Whether those mailbox in the same organization?: yes mailboxes are same organization

    Whether emails that sent to Exchange on-premises was read or moved to another folder? No

    Whether there exist emails in recipient mailbox which said Exchange online mailbox try to recall this emails? yes

    Make sure both mailboxes configured in Outlook and Outlook in running. yes

    Make sure Exchange 2016/2019 mailbox could send emails to Exchange online mailbox successfully. yes

    We set the TNEF value to TRUE for remote domain in office 365 and now recall is happening but Exchange online mailbox not getting recall success/ failure message
