Can I use SQL Server 2019 Developer Edition for test servers in my company?

The company wants to use SQL Server 2019 Developer Edition for testing purposes.

The License Guide documentation states that it is only available in non-production environments.

Can I use this edition for non-production (test, development) purposes, regardless of person or company?

SQL Server 2019 Developer edition is legal licensed only for non-production use. If your environments are not accessed by end-users of an app and are only available for developing and testing purposes, then you can use it.
