SSIS installation Error: Unknown error (0x80131500) (0x80131500)

Question

Hello All,

Could you please help with resolving the SSIS installation issue on the windows server. My Visual Studio version is Visual Studio 2019 Professional Edition (16.10.2) and SSIS component I tries installing are : Version 3.3 and Version 4.0. Both failed with different error.

I have tried below things:

1. Uninstalled the Visual Studio and Reinstalled it. It failed again while installing SSIS component
2. Repaired Visual Studio Installer and the SSIS component still failed.
3. Uninstalled all the older version off Visual Studio components and reinstalled it along with SSIS component. But, it did not work

Check the services

• Press the Windows key + R, type services.msc, and press Enter or click OK.
• Locate the Background Intelligence Transfer Service and double click it.
• Change the Startup type to Automatic and hit the Start button below. Then, click the Apply and OK buttons to acknowledge the change.
• Do the same for the Windows Update service.

Run the Windows Store Apps troubleshooter

• Go to Start and select the Settings app.
• Navigate to Update & Security.
• Choose Troubleshoot and click on Additional troubleshooter.
• From the list select Windows Store apps, then Run the troubleshooter.

looks like the solution to this problem is a combination between two answers above:

1. (From Peter Groft): Change Background Intelligence Transfer Service from Automatic with Delay to Automatic, click OK, and I rebooted mine after that. But it still failed when I tried to install that SSDT, so I did step 2:
2. (From P.Nicole): Go to C:\ProgramData\Package Cache, and sort the folders by date, then look for the most recent folders that contain SSDTISSingleton150.msi and SSDTSingleton140,msi, and delete those 2 folder

Reinstall that SSDT after step 2. It should install now. It did for me at least

Even though this is an old thread, I would like to add that I had the same issue with Visual Studio Community 2022, and changing the services didn't help. Likely because my issues came from an older install that I thought I had sufficiently removed.

What fixed it for me was to delete the corresponding folders within the "C:\ProgramData\Package Cache" - directory, which I found mentioned in the log file. Do not delete any other files from this folder, as that can make it impossible to later uninstall or repair certain apps and modules.
