Remove Edit button for all but Admins on list.

Question

Sharepoint Online-
All of the list on my site are editable by everyone except for one list. I have checked all permissions and they are all the same on ALL list. There are NO workflows attached to ANY list.

The usual things are not working.
Grant only read permissions
remove edit link, ect......

I need to change things so only admins can edit any list.

I have even tried editing one single item so it is read only to all but Admins. And no luck...

UPDATE: I removed sharing entirely for one of the items. This stopped the test user from seeing anything on that list. Then I added the users group back with view only permissions. The edit button and full view of all items came back. Exact same thing if I add just the test user and not his group.

NOTE: This issue goes away when switching to classic experience.
