How to remove SQL Manage instance beeing 2 week in "Deteltion"?

I create SQL Managed instance.
I have MSDN subscription (150USD/month limit). It has been DISABLED on 27 day of month due cost exceed. On 1 day of next month subscrioption is active, I started "delete" of whole Resource group.
It got error (SQL manage deletion in progress) and it stays here for weekes.
It does not generate costs but - shows in RG list and objects.

How to permanently get rid of it?

    Please delete the virtual cluster. Follow the steps provided here. Once you do this the resource group deletion may be able to complete. You can also delete now the VNET.

    If after some hours of doing the above, you are unable to see the instance gone, please proceed to create a support ticket to help remove the remnants.
